Are the Legacy 6-34505 BALTIMORE OHIO E-7's part of the 'high-water' E unit diesels like the NYC?

There are listed as from the 2007 Vol 2 catalog.

I'm still not clear as to what caused them to sit so high on the chassis. We have a single F7 B unit that is very noticeable when paired with an ABA of the scale F3's that sit well on their chassis. Are these part of the ill-fated single axel powered trucks?

From what I can see when I took the PRR (now NYC) high-water TMCC F7 apart was it looked to be a hybrid design truck... Part F3 design and part Liondrive.

From what I know, and have seen myself, I bet you can easily just add a washer or two under the mounting screws for the DC motor, and it should get you down to the F3 level.  Also, from what I've seen, there were side blocks on top of the truck on which the frame sat, but only on one truck.  Trimming this also squatted the frame nicely.

Here's another shot of the F3 motor mounts, which were the same as the F7s (Notice the washer under the motor mount screw):
