I don't have any solution, but I believe that the cows are a little wider and lower, than the horses.
The horses being a little narrower and higher, have a high center of gravity, which causes them to fall over, at certain high voltages and speed.
Perhaps, if you run the horses at a lower voltage, causing a slower walk for the horses, they may not fall over.

Less voltage! I had a siding set up on my old tinplate layout with all my operating accessories in a row. I went to a swap meet and purchased a number of old Marx transformers and powered the accessories independent of the track power. Horse cars and cattle cars take some adjustment, but if you are patient you will find just the right voltage to allow the livestock to move in and out of the cars without falling over!
