Truck from a set I just bought. I bought the replacement truck and its not the same as the original.

CP Truck

Original truck is on the left with a fine thread screw. Replacement on the right with what almost looks like a self tapping screw. If I tighten the screw on the new truck where its tight the truck won't move. I was thinking about putting Loctite in the hole and tightening to where I just allowed a little movement. Thoughts?

Turns out the truck is incorrect. Hold it to the frame and the coupler is short, it's halfway under the car... Argh.

The truck is NOT incorrect.  The coupler is NOT short.  This is a case of operator error.  Argh.  You're trying to use the wrong mounting hole in the truck.  Don't use the mounting hole that's dead center.  Use the mounting hole that's on the short arm.  You should be using the mounting hole that's at the extreme end, not the one in the center.  Just take a look at the other truck that's mounted on the car; pivot that one and you'll see the correct pivot point.
