Never heard of such a thing. Why not just tell folks that the hopper HAD an "ice load" previously but, it all melted out.

Just take a coal mold, cover it with wax paper, then a thin piece of plastic and heat it up with a heat gun. Dont melt your coal load.

K-Line had some for their Coca-Cola mine car train. Using a coal load like Mike said, you could vacu-form them.

Well, there's almost a prototype conceptually for such a thing.  The Alaska Railroad hauled 300 cubic yards of snow from Fairbanks to Anchorage for this year's Iditarod race....

They should do this in standard gauge and use real Ice to keep your beer cold or as a ice gondola running around the track for a grown up beverage
