I work at the 5th largest Steel producer and the most profitable Flat Roll Mill in the United States.
I know we sell a lot of non-spec steel to Metal Framing Stud Manufacturers.
Non-Spec steel is steel that for whatever reason failed to pass quality control.
Metal Framing Stud Manufacturer could care less about the grade or surface quality, so they buy these coils for cheap.
We make some $$$, the Metal Framing Stud Manufacturer saves huge over first grade steel and we are all happy.
