I am using IE 9. When I log on to the OGF, a message appears that I need to upgrade, I don't understand why.

IE 9 is old. IE 10 is new.
Not really an issue you should be concerned about though.
You could try using either Firefox or Chrome web browsers. They work great for me.
Do yourself a BIG favor and trash Internet Exploder. It is the worst of all the web browsers available.
Get FIREFOX and most of your troubles will disappear.
Google Chrome is also good, however that browser tracks everywhere you go on the internet and sends the information back to Google. No thanks...
Opera is another really good browser but few people seem to know about it.

CHROME is excellent. Really excellent!
I use it because I want Google to know that I read/post on the OGR Forum. 
BTW, I suspect that Firefox has its own tracking. 
Since privacy may be/can be a concern...Google allows Chrome users to opt out of tracking just as Firefox users can (below). Best to try the two browsers (Chrome - Firefox) and choose the best for your personal circumstance.

All of these features (except "Automatically send usage statistics and crash reports" and "Send a ‘Do Not Track’ request with your browsing traffic") are enabled by default.
