I am moving to a rural area. Internet service there leaves a lot to be desired. One option is a cellular modem. Speed seems nice enough, but it has no fixed IP address.
Will this affect my ability to post here?

There is no requirement for a fixed/static IP Address for most consumer level internet interactions, including this forum.

In a word, NO.
Very few internet connections use a fixed IP address. That’s one of the keys to handling the vast volumes of traffic on the net. IP addresses are dynamic and rapidly switched between users to maximize capacity.
