Use the 153IR? Not sure what exactly you are asking but this will activate it without disturbing the track.

It's a pricey piece of equipment. Do you think more than one device can be connected to it and work? Here's the manual, but I can't determine if it will.
If you have to remove some ballast alongside the track to seat the semaphore, simply thoroughly wet the area with water and let it sit. This will loosen the ballast if you used white glue and water to bond it.
yes you can connect more then one device to it however it will only trigger when the train passes that IR. I would personally look into creating an insulated section. All it should take is cutting your already laid track and soldering a wire to the rail that is now isolated. When the wheels complete the circuit the attached device (signal in this case) will trigger.
