Easiest way is to buy a junker and steal the parts.

I swap chipped and broken wheels all the time, unfortunately I do not have any good spares to give you right now.

 

Also, almost any O gauge Ives locomotive from late 1928-1930 will have the same wheels.  Meaning that you can buy a junk electric type locomotive, and steal a wheel.  They all have lugs for drive rods and the wheels were shared throughout the entire line of locomotives.  They are just not tapped for screws (for drive rods) on the electric types.  I believe it is a 6/32 screw, but double check on your originals before tapping the "new" part.

Junk 3260's, 3261's, and 3255's show up fairly often online and at train shows......along with busted and broken 1122's that have good motors in them.
