For all Legacy, I'd personally just use the Lionel PowerHouse 180 bricks.  Dirt simple, has the best circuit breaker of the bunch, and provides more watts per dollar than either of the other choices.

We run our Modular club layout on six PowerHouse 180 bricks.

Now just waiting for the new 990's. I'll start with a circle of Atlas o 21st track in 0-72, and work on track plan.

I brought mine from my LHS this past July,Last one he had, It was a birthday gift from my daughter,(Great daughter),My LHS who is also a friend of mine said the 990 set was supposed to be here 12/2013 but I think he read it wrong,I think it read 12/2014 LOL I don't think at this rate it will ever get here.I Feel sorry for the guy's waiting to go to Legacy,Real bummer.
