I'm not a tech, but I believe that you could wire the lights a smoke unit directly to track power, but you wouldn't have any control over them. You may want to wire in a switch at least to the smoke unit, and possibly a resistor also depending on the voltage you use for your track power.

 

 The horn would probably need a TMCC board of some sort to sound. Yould would want to at least cut the wires to the motors, if they are bad, and also remove any gears neccessary for the locomotive to roll freely.

On most conventional engines the smoke unit, lights and sound are independent of the e unit. They should work normally even without the motors. k-line conventional e units are known to fail. Are you sure its just not the e unit and not the motors? Check the thread on buying broken trains. I fixed a k-Line engine with a Wiliams e unit. You could use one from any DC motored modern conventional engine. Its unlikely both motors are burned out.
