I am setting up two separate but interconnecting tracks with a block dividing them. Each track is powered by a separate arm of my Z-4000 transformer. Do I need two separate command bases for Legacy control; or can I just connect two wires from the command base (one to each track)?

you should have named your post "are two legacy bases needed".
but to answer your question, no. our club has 4 separate lines and only one legacy base. I do not know how they wired it, but I believe the wire goes to each line.
The ground is common inside a Z4000, so all you need to do is connect the U post on the legacy base to either track and it should pass through to the entire layout.
You could connect one wire to each track as well. Its redundant but wouldnt hurt anything.
You do NOT want two Legacy bases around in any case! The crosstalk, even with no direct connection, could cause all sorts of issues. As pointed out, it's also not necessary in any case.
