I just replaced a TPC 400 with two Legacy PowerMasters, mainly to get the ability to remotely reset short circuits. A Legacy PM can be assigned either a TR or ENG user ID#. I prefer to use TR, but the LPMs then seem to operate in CAB1 Mode only on the CAB2 remote. Apparently, operating a Legacy PM in Legacy Mode opens up additional features such as the ability to set maximum output voltage. But I can't figure out how to assign the PM to Legacy Mode on the CAB2 remote when using a TR ID#. Am I correct that this is not possible, or am I missing something?

CAB1 mode is correct. It is a device that communicates in the TMCC format. It doesn't use the extra bits that Legacy uses for features. It is improved over the older powermasters because of the radio frequency change to communicate directly with the Cab2.

You should still be able to use the variable voltage with the wheel on the remote or set it to come on in fixed voltage mode.

The method to do it is in the manual. There was a recent thread that summarized the key sequence to go between the two.
