Although I do not know for certain.  I would assume the "B" unit is designed to respond from the same frequency as the powered "A" unit.  Then you would only need one remote.

 

People have posted on the forum of double heading engines that are LC+ when they are the same engine and they need only use 1 remote.  I would assume lionel is using the same approach.  It will be quite dummy proof this way.  you could always pose this question to Ask Lionel email.
