Will a Lionchief locomotive run using a brick for power and controlled by a universal remote?

Yes.
Unless I'm mistaken, plain vanilla (as opposed to Lion Chief Plus or Lion Chief 2.0) Lion Chief locos can only be controlled via the remote that comes with the loco.
There have been some updates to the universal remote so maybe that has changed?
I'm sure some experts will weigh in.
Yep the universal remote will work. I use one myself .. and or the factory. You can even control ANY lionchief RF engine with the smart phone/ tablet with the HOTSPOT upgrade installed ..
