I can't find that number either. The closest I came was a 1654 from 1946 & 47, a 2-4-2 with tender # 1654W.

I am using Greenberg's Lionel pocket price guide of 2013.

1645 is the cab number of a 4-4-2 PRR steamer with whistle tender. It headed the 2006 Pennsy Flyer set.
