I just got a 18064 mohawk. Anticipating I may need an ACDR board. I don’t see the 610-8064-256 board in stock. I see the cs-691PCB1021-p that looks similar. Any idea if I could substitute that?

You don't want the 610-8064-256 board, even though it's what was shipped with the loco. For some reason, it's missing two resistors and two electrolytic caps, and could cause resetting issues with the radio board. (You could also add the resistors and caps if you're handy with a soldering iron.)
The 691-PCB1-021 as a replacement would be fine. You'll need to transfer the proper heat sink/mounting bracket from your old ACDR, but that's an easy task.

Interesting. Is there an article for the values and locations of the missing components? I can do some light soldering on electronics.
Just get the 691PCB1021 as PaperTRW pointed out. No special soldering, just move the heatsink over.
