The round flywheel slows the movement of the slug in the coil.  It is connected by taking one loop of the drive line around the spindle from below.  Without it, the slug would propel the man out of the house at very high speeds.  Given the tendency of the man to stick in the track, too high a speed could cause the string to break when it snags.  The spring provides the force to return the man to the house.  The metal strip through which the drive line travels acts as a shock absorber.  Think of an automobile's strut system.  There's a spring (the metal strip) and also a compression cylinder (the flywheel).  Acting together they absorb all sudden vertical motion of the wheel.  Without the compression cylinder the car would wallow on its springs.  Without the spring the car would experience sudden jolts.  Together the flywheel and metal strip smoothly dampen the energy from the slug allowing the man to do his duty at a realistic speed without jerking or binding.
