*Adjust the adjustment screw so that it just ever so lightly makes contact. (If it is too tight, it won't ever break the circuit causing it to always heat)
*Test for continuity thorough the thermostatic switch - if there is none, replace.
*Re assemble the 455 and test the thermostatic switch under normal operation.
The voltage has to be high enough to get the bi metallic strip hot for it to open. Be sure you are running the voltage at the voltage Lionel recommends for this accessory.
It is a thermostatic switch, and so its operation isn't necessarily like clockwork. It could take about 10-15 minutes to warm up and achieve regular operation. You may be able to adjust it somewhat by changing the voltage. The instruction sheet says this is anywhere between 10 and 14 Volts AC.
