1) Make sure the reverse unit isn't locked in neutral. Try the switch in both directions, just in case it was accidentally wired backwards at the factory.

2) You didn't indicate if the locomotive "tried" to run, but if it did, check the linkage and gearing to see if something is fouled.

3) Electrically, you'll want to be certain that all wires are attached, and connectors are seated inside the shell. Also, pull the modular reverse unit off of its contacts, and then re-seat. taking care that the pins are lined up. Sometimes oxidation builds-up, and this cures that problem.

4) If all the above looks OK, it's possible that either the reverse unit or the separate motor driver board is bad.
