The exact Lionel model number would be a big help here.
strouds,
Is this Bethlehem shay #5 a Legacy or TMCC engine?

Have you tried the reprogramming suggested in the manual to restore features? This would be the first step. Clean the wheels and rollers, and don't forget the track.
yes i have tried everything but still have nothing
It sounds like it's time for a repair.
Are lights turned off? Smoke switch on? This is newer legacy RCMC board so that is a single unit. I guess I would check plug connections to the board and take readings on the smoke unit. G
strouds,
Looks like it is time to send it in for repairs, maybe GGG can do it for ya.

Update: I saw a post yesterday about "A LOOK AT LIONEL'S CAB FORWARD INSIDE THE BOILER" and saw what happened to his smoke unit where the bating was burnt to the heating element so i decided to take apart my unit since it was out of warranty and i found the same issue he had i don't know how it happened i always top top off the smoke unit before i start it anyways i have a smoke unit again and i have interior lights but i still don't have a flickering firebox i guess 2 out of 3 is good enough
The firebox may be plugged into Motor Driver board. May have lost the 5V input. See if you have 5VDC to the firebox if it is LED based. If it is just a bulb, test the bulb. G
