Lionel Control Tower Problem

I have the new Control Tower #6-37996/ 72-4153-250. The instructions say you can pull off the anemometer, and then pull off the weather vane to then pull the roof off to get to the inside. My anemometer will not pull off. I have been tugging and twisting, until I pulled the entire shaft and roof etc. off the tower. Any ideas how to get the procedure done correctly? I want to work on the bulb clearance as I am afraid it will melt the roof. Thanks for your help.
