These pictures show an approximately N scale non-powered floor train, marked Lionel LLC 1999. It is a die-cast NYC Hudson locomotive and tender with a length of 7 inch. I know Lionel licensed Hallmark to make some Christmas ornaments, but this is not an ornament. I cannot find any information on this. Is this part of a series?

Yes. Lionel released a variety of models as part of this series. Here are some others still in their packaging:
Lionel also issued a series built to approximately 1/120 scale. These models possessed better detailing and were packaged with their own individual storage cases.
