Don't have an exact answer but the Congressional set was issued a couple of times. The original set was the no. 2254 issued in 1955. AFAIK that only came in one box/label type. The reissue was the rare 2274W set that had a label on the box Printed in blue with a red "Congressional" banner on it.
While I like the Congressional set and have the later MPC reissue, its hardly like the prototype Congressional train. The real Pennsylvania Congressional never had a dome car in the consist as the height of those cars could not clear the Hudson River tunnels.

I have no idea what you mean by a "yellow and blue" box, but I can confirm that only one run of that set was made. Likewise, only one run of set cartons was produced, and they were all orange/blue/tan with the Postwar Celebration Series logo.

I have the late 90's Congressional. USA made GG1 and China sourced aluminum cars.
Same can be said of the CP F3 set. Did the production of the aluminum cars move to China before Wellspring in 1996 or right after?
