What transformer are you using?
If you are using a postwar transformer, when you operate the whistle control, an extra 5 volts is added to the track. This was to compensate for the voltage drop that occurred when the old postwar whistle motors ran. This is normal. To eliminate the voltage surge, use the Lionel whistle/bell controller, or a newer transformer.
