On a dead-straight stretch, there should be no problem at all. It's the curves that'll bring the fun to an end.
A straight run down "Main Street" is entirely do-able, whatever you run through it.

You might make short wheelbase locos work on the D21 curves, which are a little sharper than tubular track O-27 curves. A couple of locomotives were specifically designed to work on short-radius city street curves. Both locos have been produced by MTH (good luck finding either).

BANGS and some other short,small four axle locos run on 'Streets well.
It suddenly occurred to me while testing the new RK NW-2 switcher to see if it fits on 'Streets (I post a short review of it and its calf on the O-27 Forum section). It easily runs on D-21 curves - not really a surprise. But here it is on D-16, and it fits there two - in fact it appears it would run on even tighter radius - maybe down to D-15 if it existed. No, it won't make it into the tunnel, but this is the only 90 degrees of D-16 'Streets have on the entire layout, so it was the only place I could test it to see.
And yes, it looks silly. As I say in my book about running locomotives on 'Streets" "Just because you can, doesn't mean you should."
