There are 3 identical boards in the attached picture.
Can someone tell me what their purpose was?

The one on the left is clearly the Lionel LCRU1 early TMCC Board.
The other boards look like some sort of signal board, but I've never seen those before. They have a 555 timer on them, so that says signal board to me.

I mean they're boards meant to drive track signals. While only a guess, I'd say the red/black wires are for power, and the three-wire connector is for the signal.
Given the components I see, I'd guess they may be intended to drive LED's, but I can't be sure without looking at them. Top guess is crossing signals as to the function.
Also, just a guess, but only seeing one diode and unsure if that is a zener diode, these may require DC only input and of a fixed regulated voltage?
We might have luck if you ALSO show the backside of the board in question to see if there are any markings or symbols. The boards look pretty professional, but it might be a low production run product by someone.
When I was less than 18 (born in 1963) there was a company called Circuitron that had a store in a building on the south side Cermak Road, possibly in North Riverside, IL, that made electronics aimed mostly at the HO crowd, like grade crossing flashers. Believe I ran into them at the DuPage County Fairgrounds. Turns out they are still in business,
and some of those boards look something like their current products. I downloaded the pdf, and I can see some boards with trim pots mounted 90° like the ones on your boards. But I did not find an exact match, and all current boards have the company name on them.
This would agree with what gunrunnerjon suggested.

They do look similar. John is most likely right and they are crossing signal boards. As per your link, they came with sensors. I do not have those.
