They're a pretty standard TMCC setup, any repair shop that does TMCC repairs should be able to deal with this repair.  I've repaired a number of these, and I also do upgrades.

Check the tether between units.  Would need more information on location of components.  Can you post a picture of the tender interior.  G

In the meantime I disconnected my TMCC system hoping the engine would run conventionally. No luck, still just getting neutral sounds and lighting but no movement.

Does this help the troubleshooting process?

Try to reset the R2LC with the program switch.  New ID and engine specific cde.  Maybe the R2LC got confused.  That is always a good first step. 

Tender sounds starting means the tender is not getting serial data.  If this has Cruise that can also effect no motion.

The other issue is where is the antenna for the engine. If the antenna is grounded to frame that kills the TMCC signal.  Doesn't explain no motion in conventional though.   G

If you disconnect and turn off the TMCC/Legacy base, it should run conventionally,  If it doesn't, it's not an antenna issue, it's something internally.
