I am trying to get some help. I was at a layout last year and there was a Mickey Mouse bank turned into a train car going around by itself. I don't know what was used to propel the car. I know a bank was used and the bottom was cut out and fit over something that made it look like the car was driving around the track. I thought of a hand car or an engine with the shell removed and the bank placed over the frame. If anyone has any idea how this could be done I would appreciate the help. The car bank is 8 inches long and 4 and 3/4 inches wide. It may be 3 and 3/4 inches not sure.

I've done several things like that.  The Wienermobile that was build on the power truck from an old RMT RDC.  This one is command controlled with directional lighting and it plays the Oscar Mayer Wiener Song.  Here it is at the NJ-HR gathering last fall.

If the bank is wider than about 3 1/2", it'll probably have clearance issues with tunnels or adjacent tracks.  Also, watch the height of the total package from the rails, my Wienermobile just makes it under the 5" clearance of some bridges.
