What is a makeup track? Is it just another track piece ?

If you are referring to operations, it is probably another name for Arrival/Departure tracks. It would be use to assemble (make up) outbound freights at the yard.

Some use the term to describe a piece you custom cut to finish the loop/layout. As in you need a 2" piece to get it all to fit right.
I don't wear lipstick when I use the centre track at the steel mill to makeup a non steel rolling stock train.
Here you see a loco sand hopper two fuel tankers and two boxcars pulled out of the Mill and put on the "Makeup" track waiting to be taken to the interchange sidings at Bay Ridge. Roo.

This is the answer - also, to expand upon it, it is a section of track to complete the radius of a curve for the turnout section of a switch - also, for FasTrack, some of the switches require a special 1 3/8" with half or no roadbed
all of it is the same idea - use to make the track fitment work
