Since neither NS nor CSX operate/service coal burning steam locomotives, they no longer have any "modern coal towers". 

 

Now, coal mines DO have "modern coal towers" used in loading coal trains. Is THIS what you are asking about?

Actually now in the "modern era" of coal train loading, they are referred to as Silos. The empty coal train moves VERY SLOWLY underneath the Loading Silo, and the empty hopper or gondola cars are "flood-loaded" while the train is moving.

Sort of both, i.e. the actually "loading" is started and controlled by the "Loading Operator". The "flood loading" is generally stopped automatically when the amount of coal reaches a specified weight in each car (yes there is a scale in the track, beneath each car, underneath the loading silo).

And inside the silos are either flood loaders or batch loaders.  The batch loaders follow the flood loaders to make sure the correct weight of coal is carried/loaded into each car.

Unless it be a monorail, what I am not familiar with is a "single - - rail" railroad . Please, enlighten me .

O scale Scratchbuilt Coal Tipple made from Styrofoam Sheet

 

This O scale Coal Tipple is made from 3/16 inch Styrofoam Sheet and stripwood. It has interior detailing and lighting. Not all details shown. It serves two tracks.

 

Overall dimensions:  88 feet x 150 feet x 128 feet (except for conveyor and mine building).

 

The structure is constructed as 4 separate buildings which "bolt" together.  The "headhouse", "screening" building, car "loading chute" building and "maintenance" building.  The "conveyor" section and "mine" building have been recently added.

 

The structure can very easily be disassembled and stored in individual boxes when not in use. The interior of each building has separate removable floors which will be detailed and painted. Interior and exterior LED lighting will also be added. Not shown are the coal chutes for loading hopper cars.

 

Notice the walkway and stairs added to the "headhouse" down to the ground floor. The stairways and railings are Plastruct O scale parts.

I'm guessing that the OP meant a single- or dual-tracked coaling tower.
