I didn't know this accessory had a "drive belt" of any configuration!

I thought both Lionel and MTH versions were actuated either with a thermal switch (early Lionel) or electronic timer circuit (later versions, both mfrs.)  I have 4 of these...Lionel and MTH...on the layout.  I'd double check them, but I'm currently 1320 miles away...avoiding Elliot's onslaught!

I'll be interested to find out something new about these popular accessories.

So, perhaps an appropriate size rubber band would do in a pinch?  Of course, rubber bands will stretch more than an O-ring, which can cause jerky motion results if the load mechanism isn't free-spinning.  Can't imagine the pump arm motion of this accessory would be a very challenging load, though.

Are the remnants of the old O-ring left?  Sometimes you can make reasonable measurements from  them to help in a search.

I've used this source for belts on accessories before  (e.g., Lionel's Nuclear Reactor).   Very happy with the service/price/quality.

I tried accessing part views of the MTH accessory (several p/n's) on the MTH website...as you probably did, also.  The only 'support' I could find is a copy of the 2-page operating instructions.

Hope someone will have the p/n and specs info you need.

In instances like this I have found those O-Ring kits from Harbor Freight provide a great selection of “belts” that will work in instances like this. The HF kits include like 16-20 different diameters and thicknesses that work well to resolve these issues.
