Why does the model have Wind Wings (smoke lifters) AND a coal tender?

Oh boy, here goes.....

Were the smoke lifters only used with oil then?

Pretty much on those 3900s that burned oil and were initially assigned to passenger service.

Were they added much later when the engine only burned oil?

The Wind Wings (smoke lifters) were not added to 3985 when she was converted oil, back in 1989/1990, and 3985 does NOT have Wind Wings today. Only for one special excursion (can't remember the year) did 3985 have Wind Wings add, as well as a temporary road number change, in order to commemorate the 50th anniversary of some Rocky Mountain RR Club excursion of Sherman Hill. The Wind Wings were IMMEDIATELY removed the day after that excursion.

I added the smoke lifters to my coal burning grey Challenger thinking it was because of the route they took.

I don't believe that there ever were any "coal burning gray Challengers", as all the two-tone gray Challengers were oil burners, assigned to passenger service out of Portland, OR and Los Angeles, CA.

Let's see how long MTH puts up with me here......

http://utahrails.net/up/ttg-challengers.php

" Of the 10 Challenger locomotives in the UP 3975-3984 series, at least nine locomotives (all except UP 3981) were painted to two-tone gray in 1946, apparently with yellow stripes and lettering.

Along with two-tone gray paint, all ten locomotives also received smoke lifters, known to UP as "wind wings", a new feature added after October 1945 and intended to keep smoke out of the cabs and away from the operating crews. (Two other Challengers, UP 3943 and 3967, also received wind wings in 1948, to test the concept on coal-burning locomotives assigned to freight service.) "

The only black Challengers with smoke deflectors and coal tenders were 3967 and 3943.  The gray Challengers (3975-3984) all had smoke deflectors and had oil tenders throughout most of their service years.  They were renumbered into 3700 series Challengers following removal from passenger service and kept the smoke deflectors in the black paint scheme.

It was May 15, 1993 when 3985 was replicating the May, 1953 Rocky Mountain Railroad Club excursion run of 3967.

OK, I JUST got off of the phone with our MTH REP. He checked everything out and the engine WILL come with smoke deflectors IN THE BOX. Not installed. It IS Black and WILL have an OIL TENDER.

This is all confirmed by MTH.

So the Picture provided is correct IF you install the Smoke Deflectors. If you don't want them don't install them.
