FWIW, the Lionel App doesn't run on older phones, another issue.  The fallacy that you'd keep your older phone for use as a remote fell apart here, my Android Note 8 won't run the Lionel Lionchief App, so much for that idea.

Yet my Samsung S5 (much older than your Note8) still runs the Lioncheif app just fine. Maybe there's something wrong with your Note 8?

No argument from me, if you commit to using a phone for your remote, you also have to commit to providing the support required to keep it running.

You are correct it will not install on a rotary phone.  I tried.

In all seriousness though there are so many apps that Lionel or MTH have zero to do with that will not work on older smart phones.  Nature of the beast.  There has to be some realistic expectations of how many generations of hardware an App will work.

The phone isn't that old, it got retired last year.

My iPhone 6 is just old enough that it does not receive operating system or app updates. It is "frozen" to a particular iOS, and a version of the MTH DCS app that functions correctly (3.2.1).

In my opinion, having a physical remote is best. But if you're going to use a phone, there are some advantages to having an older device with static software, which has been disconnected from the outside world of updates just like a physical remote.

I do keep newer devices loaded with the DCS app. That way I can catch improvements if and when they occur. But with an older device on hand, I'm not stuck if a new version breaks things.

Yep, that's why I kept the older Samsung.  Maybe the LC app updated away from my phone, it worked at one point on the phone.
