MTH operating car. Where does the metal plate go?

I had to repair my MTH operating reefer car today. When I took the shell off there was a small metal plate with 2 holes laying in the bottom under one of the crew guys. any help would be appreciated.

Looks like the plate in the crate to add heft/weight when ejected from the reefer.
