MTH PS2 3V speed control not working

Hi Everyone, I have a PS2 3V SD 35 Diesel (20-20022)  in which the speed control failed after being shipped across the country. It exhibits the run away behavior when commands to go forward slowly. All electrical connectors have been reseated and the tach sensor board is in the proper position. So it appears to be a problem on the main board set, right? Any insight from this forum of experts would be appreciated!
