Gilly's right.  There's one BIG-honking Phillips screw head beneath the base into the column.   It's well painted over on mine.  I'm not going to try removing it, since I need the base in my own situation.  I would imagine it should come loose with some encouragement.

 

Of course, you'll need to replace the base with something else to hold the column assembly in its proper attitude.  Gravity and weight distribution of the column without the base will prevail.......ka-boom. 

 

I would expect that in the prototypical 1:1 world these columns were on some sort of stabilizing, above ground level base with a drain. 

 

Re cutting down the base....   The base is a diecast metal part, just like the rest of the column.  This, I believe, is necessary to make the whole assembly stable regardless of the fill pipe position.  If you cut the cast base down, you might have to do something more to keep the whole thing stable....e.g., glue, screw, Velcro, chewing gum.....whatever.
