I'm hearing 8:30ish. I think everything is still very fluid at this point. Estimated time of arrival in Roanoke is after noon. I'll be down there on the 28th, 29th, and 30th. It's going to be an exciting time.

A friend of mine is on that trip and suggested being there at 7:00AM just to be on the safe side.

I spoke to the museum a couple of days ago and was told 7:45 leaving from Spencer with arrival between 2 and 4 PM in Roanoke.

Any recommendations for an inexpensive hotel nearby to sleep in the night before?

I don't think there is anything in Spencer. However, there are numerous chain hotels in the Salisbury area within 10 minutes or so.
