I've no idea if the poles date to the 1930's but, when PRR electrified the Washington - New York line, all main line tracks received catenary.
If you are wondering why only two tracks north of Ivy City; keep in mind the freight line from Pot Yard diverged from the passenger line to Union Station at Virginia Tower and did not rejoin until up around New Carrollton.
the towers were installed in the 1930's with electrification. in the mid 1970's extension were added to the tops of the towers along the main line to add long distance power lines, nearly doubling the height. it was fascination to watch the erection of those extensions while the catenary was live.
I'll add that even the railroad between New Carrollton and Phildelphia wasn't four track the entire way. The Baltimore tunnels were all double track as were the three river bridges between Baltimore and Perryville.
