I tried to  run  my Lionel Legacy Southern GP30 (item number 6-82141) and it just tripped the circuit breaker.  Last night I opened it up in hopes of finding a loose wire or something but immediately recognized the smell of burnt electronic components.  After visually inspecting the wiring and boards. I discovered a four pin device with brown burn areas on the smaller board that stands up next to the front motor.  I has numerous wires connected to it but is not attached to the larger horizontal board.  I could not find any identifying numbers on the board.  

Any one know what this board does and is it replaceable?  If it is replaceable, is there some reason the device failed that might be traced to other components boards?

The small broad next to the front motor is the railsounds broad.  Parts #691RSL3116. You have to call Lionel to order the broad. The broad could go out by a pinch wire or if the speaker is gone bad. Check wire going to the speaker in the fuel tank. The Track  I.R. Transmitter is in the fuel tank to so check all wire. You can test to speaker with a ohms meter. The speaker should test between 7.2 to 8.8 ohms. I hope this just you started.

If you have a dead short at power up it is most likely the collector wire touching ground. If the soundboard goes out you simply have no sounds, it will not trip the breaker. The track IR, the RSL board, smoke unit will not typically cause a fault to trip the breaker. It will be the fact that the collector and ground wires are touching one another. Twist the trucks off and inspect the solder lugs on the top of the trucks. You do not need to remove the shell to check the wires.
