How do I change settings so I receive email notifications of new threads and forun replies of specific members?

How do I stop them? nothing in the settings seems to work for me to stop them
You mean new threads that you just looked at? Over on the right panel there is a link to click which says "Following This Topic". Click on it while you are looking at the new thread.
And to stop it, I think you look at the topic and again click on "Following This Topic" and the red circle goes away and the green check mark comes back. I assume you are not linked to new replies any more.

You can follow specific members if you want to see all the replies they post. Click on their name under their avatar and the Follow xxx link is on the upper right of the profile page. AFAIK, you always get subscribed to threads you post in, and you can click on the Follow This Topic link if you see one you just want to follow without posting to the thread.
