I'm considering adding DCS to my layout this summer and I want to get the WIU and use the new app control. My question is do I need the full DCS set and the WIU or can I just get a TIU and WIU and use the app to control my trains? I'd rather pay less for just a TIU and WIU. I do have Protosound 2 and 3 equipped engines and I'm planning on getting the premium app for my conventional locomotives.

If your going to wait until later, then you will only need the tiu and the wiu. The app currently does not have all options but will when they release the next version later this spring. Until then, the app and WIU will run Proto 2 and 3 engines fine, but some other the other functions such as running conventional, configuring the TIU options etc, is not yet available in the app.
Personally, I would get the complete DCS system (TIU and Remote). I may be old fashioned, but I certainly would not want to be without the remote if something goes wrong somewhere down the line. Sometimes it takes all the tools in the tool box to get something fixed.
I'm inclined to agree with rtr12. Also, depends on ages who will be operating the layout. Remote is much more durable than tablet or smartphone screen. Want to guess how I know?
A few more points. If you use a Z4000 receiver to control voltage output on a Z4000, you'll need a remote to control that. If you lose wifi connection, the E-stop button on the wifi won't work--have another means of cutting power fast.
