I know the diamond was recently replaced on this route but when was it removed originally? And why? Seems simpler to just leave it in place as traffic on the line is light.

Perhaps it created signal problems for a PTC system or even the current system.
It was removed in the past (date I am looking for..maybe PC..maybe Conrail). NS recently rebuilt it...all the lines in that area are in the best shape ever.
Refresh my memory - this line runs from where to where?
This line leaves the NEC at Davis interlocking just north of Newark DE. Then heads straight to the end of track at a Delaware City Oil terminal. About midway it intercepts with a diamond the line running from Wilmington DE to New Castle, Dover, etc to the end of the peninsula. The diamond was removed a long time back...but with Oil by Rail these lines have become hot and NS replaced the diamond recently. Amtrak also has a service shop on the branch. As you can see on the map the aerial shows the diamond being replaced but not complete...the ground view shows a nice new diamond in place along with some beautiful NS track work.
