"O" & "S" gauges track crossover

Does anyone know of a service(s) or person(s) that can take Pre-War "O" gauge track & Pre-War "S" gauge track and custom build a crossover track, like the one in the "CLASSIC TOY TRAINS" magazine, issue # July 2007, pages 72-74? Please let me know at your convenience. I kindly thank you all in advance and hope to find out something very soon.
