If it's not posted on the ED TCA website, it's unlikely any of us know when it is.
Motivated me to look and .....at Eastern Division York Train Show Operating Layouts (easterntca.com) just above the April cancellation letter in small print:
- October 2021 Online Registration Opens July 15, 2021
And there you go! 
I figured if it was known, it would be there. No registration for me, I have my moldy old pass that was for the 2020 April meet.
