I’m having an issue with one of my Z4000’s…..when facing the control panel, the problem is with the right hand throttle…..when running conventional locomotives at a set voltage ( usually around 8-8.5V ) I’m seeing some strange things happen,…1st, any given locomotive will slow down momentarily, subsequently, I see a slight amperage increase. This issue comes and goes, and is not consistent. Also notice ever so slight blinking of the volt/ammeter on the RH side of the control panel. Sometimes the gauges will go dark altogether but the trains remain running…….I’ve swapped throttles on this same track, and the locomotives behave correctly….when running certain conventional engines, they’ll consume 1-1.5 amps, when the condition occurs, I see amp spikes on the afflicted side spike to 2.7-3.0 ….this is confirmed with a fluke meter give or take 1/4 to 1/2 an amp,….at first I thought it was a locomotive issue, but trying multiple locomotives with same results rules that out, then by swapping throttles, and having a return to normal operation rules out track or other issues,….with no load on the afflicted throttle, the sweeps are clean & precise, and I see no amp spikes, also verified with a fluke meter…..so it’s a load issue on this particular throttle …..I’ve already tried cleaning the pots with contact cleaner, and verified no loose connections, and I can’t see anything plainly obvious….with the scarcity of parts, I’m hoping somebody’s seen this issue before, and has a home remedy??….before I go parking the Z4000’s and bust out the old ZW’s …😁

I know you said you have swapped your loads and the problem stays on the same side, but you might try simulating a load, a 2 amp load at 8 volts would take a 4 ohm resistor, but if you have any resistors in that range that will give you that 1 1.5 amp load and see if it does the same thing.  I'm sure the electronics of it are proprietary, so no schematics available online, that will make it difficult to trouble shoot.
