Operating pantograph problem

I have a Premier NEW HAVEN EP-3 with PS-2, 3 volt battery.

The pantographs raise and lower automatically in Conventional mode but not in DCS. Under DCS, they do not operate in either manual or automatic mode. 
I have done both a feature and factory reset. Neither changes anything. 
I have two other EP-3s both work properly.

Track signal is 10. TIU VERSION L. DCS 6.1.

Any suggestions?
