I have never tried, but the thought of using pipe cleaners spray painted silver (or color you want for hand rail). They can be curved into the spiral for the staircase rather easily and evenly. You may need to look and see if there are different thicknesses and/or clean off the fuzz.
Would love to see your lighthouse - what waters does it protect?

Brass wire. Hand stanchions were part of a Bowser Turntable kit.
Hand rails fabricate using brass wire and solder.

Brass wire round stock comes in all sorts of different diameters, and is very easy to work with.

If round, thin plastic straws can be used.
Also, Plastruct is a source for many railing parts.
Bluejacket shipcrafters has a selection of brass railings in many scale sizes. Exactly what you need. JohnA
I assume you want a rolled pipe handrail to go around the light house. If that is the case,I have used styrene rounds from evergreen in diameters of .020 t0o 060 inches thick. You can roll them with your fingers and use the material in straight lengths for the posts.
Tichy Train Group offers many sizes of Phosphor Bronze rod. Easily soldered. If length matters. It is available in 3 ft. Lengths.

I would look at millhouse river - makers of turntables and transfer tables. Al makes some very nice railings for these units that would be ideal for your application.
