POWER FOR MAINTENANCE

Hi, I am having a strange problem with my MTH R-17 SUBWAY RED BIRD(PROTO SOUND 2.0) power unit. When I put this unit in my maintenance cradle and connect power to the roller and to the frame (or wheels) the unit lights up, but it does not run (Wheels Do Not Turn). I am replacing the worn out traction tires with Bullfrog Snot and need the wheels to turn so that i can effectively coat them. Thank you for your help, Clarkesr
