I have a brass Precision scale caboose with a broken bolster, the thin strip came unsoldered to the frame. Is this all repairable and I also have two disconnected wires because of the loose truck. Any help would be appreciated.

Essentially anything is repairable. It was made, and can be re-made.

Definitely repairable. The solder work will probably do a little damage to a factory paint job if there is one.
A jaboney fix might be to glue the bolster on with ACC or epoxy and just use solder to reinstall the wires.
There are custom builders such as Rod Miller at Accurate O Scale who could/would probably do the repair.
Since the caboose is painted I agree about soldering and damaging the paint job. Zap-a-Gap seems to work well with other repairs. Now to figure out where the wires get soldered to, the wires are very very short. I will attach a couple of pictures for more opinions. Thanks.

Can you remove the body from the frame? If so, soldering would cause minimal damage and easily touched up.

drill and tap holes and attach with small screws ?
Not a bad idea either.
